The Department of Financial Affairs (DAF) oversees Inserm’s research funding policy. It runs the finance and assets management network of the Headquarters and regional offices.

The DAF’s missions are as follows :

  • drafting the Institute’s budget, setting up budgetary resources and monitoring the speed at which credit is consumed and revenue is made, producing documents for monitoring budgetary execution, statistics and responses to the various enquiries pertaining to this area;
  • managing project funding for national calls for proposals (excluding industry) and incentive-raising initiatives organized by Inserm (non-devolved research agreements), participating in the work of the ANR-Inserm unit, carrying out the administrative and financial management of programs delegated by this unit, examining, consolidating and monitoring the budget concerning the Institute’s own resources, decentralized management of research contracts and running the operators’ network of external resources for regional offices;
  • administration and management of SAFIr (Inserm’s Financial Automated System): Inserm’s financial and accounting management system;
  • defining and implementing Inserm’s real estate and purchasing policies, regulatory surveillance with regards to public procurement contracts, advising and assisting regional offices in these areas and helping to inform laboratories about the principles of public purchasing and the conditions for optimising supplies;
  • running, following up and managing Inserm’s assets and coordinating the inventory work carried out in regional offices;
  • coordinating the work of animal houses via the animal testing office;
  • auditing and ensuring the proper application of regulations and in-house instructions and procedures, drafting proposals with a view to modernising, simplifying and rationalising financial management
